Personal Liability Insurance

Personal Liability Insurance protects individuals from the financial impact of everyday incidents and accidents; from accidental property damage to unexpected third-party injury claims.

At Expat Insurance, we arrange policies for expats and families.  We make it straightforward, with clear terms, practical advice, and confidence that you’re protected if a situation escalates.

Who Needs Personal Liability Insurance?

Personal Liability Insurance is most valuable for individuals and families living in Hong Kong who want protection against third-party claims arising from unintentional accidents. It’s especially relevant for expats renting apartments, living in high-rise buildings, or regularly

hosting guests — because liability issues often happen in shared spaces and can involve multiple parties.

It’s important if you want clarity before something happens, as liability claims rarely start as “a big event.”  They often begin with something small: a water leak that damages a neighbour’s ceiling, a child accidentally breaking something in a building, or an incident where someone is injured on your premises. Once repair costs, medical bills, and legal responsibility are involved, the financial exposure can grow quickly — and disputes can become stressful and time-consuming.

Possible Pitfalls We Help You Avoid

This is where experience matters, because liability cover can be misunderstood or overlooked. One common pitfall is assuming your landlord’s building insurance covers you personally. In reality, building insurance usually protects the building owner — not the tenant’s

liability if they accidentally cause damage or injury.

Another issue is relying on “general home contents” cover without understanding the liability section. Some contents policies include personal liability, but limits, exclusions, and definitions can vary significantly — and people often don’t know what they’re actually covered for. We help you confirm whether you already have protection, where the gaps are, and whether additional cover is needed.

We also see confusion around the scenarios that trigger claims. Liability can involve property damage, bodily injury, and even legal defence costs. Many people assume liability is only relevant for major accidents, but the most common claims are often everyday incidents — water damage, accidental damage to common areas, or claims arising from guests, children, or domestic arrangements. We make sure you understand how the policy responds in realistic Hong Kong living situations.

Why Work With Expat Insurance?

We regularly see expats who only realise their exposure after a problem occurs. In many cases, the incident itself wasn’t dramatic — but the consequences became expensive. For example, water damage in a high-rise can affect multiple floors, and repair costs …

can quickly escalate beyond what most people expect. Liability disputes can also involve building management, neighbours, contractors, and legal responsibility — making the process far more complex than it seems at first.

Another common problem is assuming “it won’t happen to me.” But personal liability is not about reckless behaviour — it’s about the unpredictable nature of daily life. A minor accident can result in a significant claim, and without cover, you may be responsible for damages, compensation, and legal costs.

For expats, there can be additional complexity around tenancy agreements, building rules, and differences in how liability is handled compared to their home country.  We help structure cover that matches your lifestyle and living arrangement — with fewer risks, unknowns, and clearer protection if a claim arises.

What Does Typical Cover Include?

Personal Liability Insurance typically covers your legal liability for accidental third-party injury or third-party property damage, and may include legal defence costs, depending on the policy design. It’s designed to protect you financially if you are held responsible for an

incident involving another person or their property.

A key focus is ensuring your cover aligns with real-world exposures — especially in Hong Kong apartments and shared buildings, where incidents can impact neighbours, common property, and building facilities. Done properly, personal liability cover protects you from the “unexpected escalation” where a small accident turns into a large claim.

    Why Our Clients Are Satisfied

Our service consistently exceeds expectations. But don’t just take our word for it—here’s what our customers say!

Illustrative Examples — How the Right Cover Changes the Outcome

Invented example — a real situation, not a real client

An employer scheme can look comprehensive and still cover only part of a large hospital bill. Checking the limits before you need them is what shows whether there is a gap worth closing.

Invented example — a real situation, not a real client

Waiting periods — not price — often decide between two policies that otherwise look the same. Planning ahead of a life change is what keeps the better option open.

Invented example — a real situation, not a real client

Where you want to be treated changes which policy suits you more than most people expect. Cover that stops at the border is a very different product from cover that travels with you.

These are not uncommon events — they happen regularly in Hong Kong, where just one hospital visit, accident, or sudden illness can swiftly create a financial burden. The line between being secure and being vulnerable often comes down to a single factor: having the correct insurance policy.

Personal Liability Cover — Questions We Are Asked

The questions below come up in almost every conversation we have with expat households here. If yours is not among them, ask us directly — the answer usually depends on your own circumstances, and we would rather talk it through than have you guess.

What does personal liability cover actually pay for?+
It responds when you are held legally responsible for injuring someone else or damaging property that is not yours. In practice that means the other party’s medical costs or repair bill, plus the legal costs of defending the claim — which in a contested matter can run well beyond the amount originally in dispute.
Is it already included in my home contents policy?+
Often a version of it is, and that is exactly where people come unstuck. A contents policy tends to attach liability to the property itself, so it may not follow you elsewhere, and the limit may be far lower than you assume. Read the limit and the territorial wording before you rely on it — or send us the schedule and we will read it for you.
How much cover do households here usually take?+
There is no single right answer, and we would be wary of anyone who gives you one. The figure that suits you depends on your household, how much time you spend in shared or rented space, and whether you travel. What we can say is that the step up from a modest limit to a substantial one is usually far smaller in cost than people expect, which is why we always price both.
Does the cover follow me when I travel?+
On a worldwide wording, yes. On a locally scoped wording, no — and the difference is a single line in the schedule that is easy to miss. For a household that spends real time outside the territory each year, this is normally the first thing we check.
Are my children and my domestic helper covered?+
Children living with you are generally treated as part of the household. A domestic helper is a different matter: a helper injured while working for you falls under employee compensation, which is a separate and legally required arrangement, not something this cover is meant to answer. Damage a helper causes to a third party may or may not attach to you, so it is worth settling that question in advance rather than after an incident.
    What is normally excluded?+
Anything deliberate, anything arising from paid work, and anything connected with a vehicle you own — motoring exposures belong on a motor policy. Contractual obligations you have taken on, such as a clause in a tenancy agreement, are also frequently carved out. These are the exclusions that surprise people most, so we go through them line by line before you commit.
How is this different from the public liability a business carries?+
Public liability answers for a business and its trading activity; this answers for you and your household in private life. If you run something from home, or take on paid work of any kind, the private wording will not stretch to it and you need the commercial one alongside. We are happy to look at both together so nothing falls between them.

Still unsure where you stand? Talk it through with us — we will read what you already hold before suggesting anything new.
